I forward herewith the report of Mr. Ordish, Superintending Civil Engineer, on the scheme. I am not in favour of either of his alternative schemes unless in scheme "B" Blackhead's Fill were thrown in as a site for the Royal Naval Hospital, when it might be considered.

Finally I am of opinion that it is worthy of consideration whether it would not be as well to retain the Naval Yard and dock on the Island where they could more easily be defended, and whether the best place for the Mercantile part of the town is not on the mainland where many of the steamers discharge their cargoes and where at no very distant date will be the terminus of a railway taking and bringing goods over the continents of Asia and Europe.
